Bio

Simone Martin-Howard is Director of the Master of Public Administration - Public Policy and Administration specialization and an Associate Professor in the Department of Public Management at John Jay College of Criminal Justice. Before her role as Director, Dr. Martin-Howard served as the Criminal Justice Management Program Coordinator at John Jay. She holds a Ph.D. in Global Affairs from Rutgers University-Newark, a Master of Public Administration and a Master of Arts in International Relations from the Maxwell School of Citizenship and Public Affairs at Syracuse University, and a Bachelor of Science in Criminal Justice from St. John’s University. While at the Maxwell School, Dr. Martin-Howard completed three Certificates of Advanced Graduate Study in Health Services Management and Policy; Conflict Resolution; and Security Studies. Simone’s work has appeared in Public Administration Review; the Journal of Public and Nonprofit Affairs; Crime & Delinquency; the Journal of Urban Health; the Journal of Health and Human Services Administration; Women & Criminal Justice; and the Journal of Public Management and Social Policy.

Professor Martin-Howard is a member of several organizations including the Network of Schools of Public Policy, Affairs, and Administration (NASPAA), the American Society for Public Administration (ASPA), the American Society of Criminology (ASC), the Association for Research on Nonprofit Organizations and Voluntary Action (ARNOVA) and Alpha Kappa Alpha Sorority, Incorporated. Prior to her appointment at John Jay College, Simone was an Assistant Professor in the Master of Public and Health Administration Program at Long Island University. Before joining academia, Dr. Martin-Howard worked for various health organizations on the federal, state, and local levels.

Research Summary

Dr. Martin-Howard’s multidisciplinary research interests primarily focus on the intersection of public health and criminal justice; maternal and child health; health and social equity; public administration and nonprofit service delivery; and correctional health. Her research follows a mostly qualitative method approach; however, she has worked on collaborations using a mixed methods approach with leading scholars. Dr. Martin-Howard’s research on Black and Coloured mothers in South Africa was funded through United States Agency for International Development (USAID). Recent scholarship on the infant mortality rate (IMR) on the island of Malta through qualitative interviews with Syrian and Libyan refugees was funded through the Erasmus KA107 Higher Education Institutions’ Mobilities with Partner Countries.
