Brian is a consultant in Security and Public Safety to clients globally advising them on all aspects of their security, risk and emergency management programs.  Prior to working full time as the president and founder of the consulting firm, Group 77, Brian was the Chief of the Bergen County Police and Director of Public Safety for Bergen County, New Jersey retiring after 27 years of service. The Bergen County Department of Public Safety, where Chief Higgins served as Director, included the County Police Department, the Security Services Division, the Office of Highway Safety, the Office of the Medical Examiner, the Office of the County Fire Marshall, the Office of Emergency Management, the Division of Weights and Measures, the Division of Consumer Affairs, the Bergen County Law & Public Safety Institute, and the Public Safety Operations Center. Through the Office of Emergency Management, Chief Higgins was responsible for the development and oversight of the Continuity of Operations for county government and disaster preparedess for Bergen County's 70 municipalities.  During his tenure, and in the aftermath of Hurricane Sandy, the Bergen County Office of Emergency Management began providing assistance to businesses in developing business continuity and emegency operations plans.  Brian is a veteran having served with the New Jersey Air National Guard (1984-1992).
